Are "propane" and "LPG" the same gas?

No, propane is just that - propane. In New Zealand you cannot purchase propane by itself.

LPG is Liquid Petroleum Gas; a mix of propane and butane. Our ratio varies between 60/40 to 70/30.
 

Can I drop off my old lpg cylinder to you?

Yes, absolutely.  Just make sure you drop it off during business hours.
